Allen P. Davis is Professor and Charles A. Irish Sr. Chair in Civil Engineering in the Department of Civil and Environmental Engineering and Affiliate Professor in Plant Science and Landscape Architecture at the University of Maryland. He earned his BS, MCE and PhD degrees all from the University of Delaware. For three decades, he has been investigating sources and treatment of pollutants in urban storm water runoff with a focus on nature-based practices, particularly bioretention. He is author or co-author of over 150 peer-reviewed journal articles, a 2005 text (with R.H. McCuen) on Stormwater Management for Smart Growth (Springer) and a new 2022 text (with W.F. Hunt and R.G. Traver) on Green Stormwater Infrastructure Fundamentals and Design (Wiley). Research sponsors include the National Science Foundation, Strategic Environmental Research and Development Program (SERDP), Cooperative Institute for Coastal and Estuarine Environmental Technologies (a NOAA-supported Center), U.S. Department of Agriculture, National Cooperative Highway Research Program (NCHRP), Chesapeake Bay Trust, Maryland Water Resources Research Center, several state Departments of Transportation, Maryland Department of Natural Resources, and numerous local governmental agencies, water utilities, industries and firms. From 2001 to 2010, he was Director of the Maryland Water Resources Research Center. He was Associate Editor for Chemosphere, Science for Environmental Technology (2004-2010), having been an Editorial Board Member since 1999. From 2003 to 2012 he was Chair of the AEESP Government Affairs Committee and was a member of the AEESP Board of Directors in 2012/2013. From 2017-2019 he chaired a National Academies of Science, Engineering, and Medicine committee on Improving the Next-Generation EPA Multi-Sector General Permit for Industrial Stormwater Discharges. In 2010 he was awarded the A. James Clark School of Engineering Faculty Outstanding Research Award recognizing exceptionally influential research accomplishments related to urban stormwater quality, its management, and the concept of Low Impact Development. Prof. Davis is a 2022-2023 University of Maryland Distinguished Scholar-Teacher, an award that honors senior tenured members of the faculty who combine outstanding scholarly accomplishment with excellence in teaching and personify the University of Maryland image of the professoriate. He was the winner of the 2025 ASCE EWRI urban Water Resources Research Council Founder’s Award. He has been the major advisor/co-advisor to 23 PhD students at the University of Maryland and has served as committee member for 52 others from the U.S., Europe, Asia, Australia, and New Zealand. He is a Licensed Professional Engineer in Maryland, Fellow of the American Society of Civil Engineers, Fellow of the ASCE Environmental and Water Resources Institute, Board-Certified Water Resources Engineer, and a life member of AEESP.
